Key West's building height rule and the procedure for variance work just fine and shouldn't be changed.  Last Stand's position is stated succinctly in this letter-to-the-editor by Last Stand's president.  It appeared in the January 16 Key West Citizen.
No need to change height rules on island

The Last Stand Board of Directors unanimously agrees that there is no need to change the city charter's guidelines about building height in Key West. There is a good process in place for height variances: The Board of Adjustments can approve a height variance, and the voters can then ratify the variance by referendum.

This procedure assures the residents of Key West that buildings will not exceed the maximum height allowed per zoning district unless there is clear and significant public benefit. As general elections are held in Key West annually and the process of developing affordable housing projects typically takes years, the referendum requirement does not cause a hardship in the construction of public-benefit projects.
